Responsibilities and authority of the platform administrator.

The System Owner controls:
- Router onboarding and network policy.
- Hotspot package definitions and voucher policy baselines.
- Reseller lifecycle, commission settings, and payout controls.
- Monitoring tools including AAA sessions and accounting health.
If some dashboards still show legacy labels, treat them as pending rename to Platform terminology.
