What resellers can do and what they cannot change.

Resellers can:
- Top up wallet balance.
- Sell vouchers and view voucher sales history.
- Track commission and payout status.
Resellers cannot:
- Claim ownership of routers.
- Change core router/RADIUS infrastructure settings reserved for the System Owner.
